About IRS Forms & Publications

"The Internal Revenue Service develops forms and instructions that explain the requirements of the Internal Revenue Code and regulations. The Service distributes the forms and instructions to help taxpayers comply with the law. The tax system is based on voluntary compliance, and the taxpayers complete and return the forms with payment of any tax owed." 26 C.F.R. § 601.602(a) (2020).

"IRS Publications explain the law in plain language for taxpayers and their advisors. They typically highlight changes in the law, provide examples illustrating Service positions, and include worksheets. Publications are nonbinding on the Service and do not necessarily cover all positions for a given issue. While a good source of general information, publications should not be cited to sustain a position." Internal Revenue Manuel 4.10.7.2.8 (Jan. 1, 2006).

Prior Year Forms and Instructions Internal Revenue Service
