About SEC Rules & Regulations

SEC Rules and Regulations are typically found in the Code of Federal Regulations in Title 17 (Commodity and Securities Exchanges) and select portions of Title 12 (Banks and Banking). SEC statutes, rules, and regulations can be found on SEC.gov under the relevant "Division and Office".

The C.F.R. and the Federal Register are available in numerous places, including in print, on subscription databases like Lexis and Westlaw, and freely available on the internet. See the Code of Federal Regulations research guide and the Federal Register research guide for how to access the C.F.R and Federal Register. Securities Regulations may also be reprinted in other sources. A selection of these resources is listed below.

Finding SEC Rules & Regulations

SEC.gov U.S. Security and Exchange Commission
SEC statutes, rules, and regulations can be found on SEC.gov under the relevant "Division and Office".

SEC Regulatory Actions U.S. Security and Exchange Commission
Provides links to releases concerning SEC rulemaking activity, including concept releases, proposed rules, final rules, interpretive releases, and policy statements. Also links to announcements concerning SRO rulemaking, PCAOB rulemaking, instructions for Exchange Act Exemptive Applications, other Commission notices, and public petitions for rulemaking submitted to the SEC.

Code of Federal Regulations govinfo (GPO)
Coverage begins with 1997. Can Browse by year and title. To search the CFR, click the orange "Search" button, select "Advanced", then under "Refine by Collection" select "Code of Federal Regulations". Search results can be further refined by using the side panel on the search results screen. For additional information and tips, see the About the Code of Federal Regulations page. CFR Index and Finding Aids (current year only) and List of CFR Sections Affected (beginning with 1997) also available.

Code of Federal Regulations Library of Congress
Coverage from 1938 through 1969. Can browse by Edition and Supplements and by Title. Includes Preliminary and Index Material, Tables and Finding Aids.

The following member databases include access to the current CFR (SEC Regulations are located in Title 17. Additional securities regulations are located in Title 12). Members must be logged in to jenkinslaw.org to access these databases. These databases are also available in the library.

These databases also provide access to historical versions of the CFR. The most comprehensive member database to search the historical CFR is HeinOnline. For more information about finding historical versions of the CFR, see the Historical CFR page of the Code of Federal Regulations guide.

Available on Fastcase. From the menu on the left, select Search Regulations > under "Current Editions", check the box next to Code of Federal Regulations
To browse the CFR, switch to "Browse" (located above the search box).

Code of Federal Regulations Title 17 - Commodity and Securities Exchanges
Available on the library's Lexis computers. Contains the current full text of Title 17 of the Code of Federal Regulations (C.F.R.). From the Content Type tab, select Administrative Codes & Regs > Federal > CFR - Code of Federal Regulations > Title 17 - Commodity and Securities Exchanges. To search only Title 17, check the box on right side of Title 17. Additional securities regulations are located in Title 12.

Available on the library's Westlaw computers. Contains the current version of Title 17 (Commodity and Securities Exchanges) of the Code of Federal Regulations. From the Practice Areas tab, select Securities Enforcement & Litigation > Regulations > Federal > CFR - Title 17 - Commodity & Securities Exchanges. Additional securities regulations are located in Title 12 (see the Code of Federal Regulations guide for how to access the full CFR).

Available on the library's Bloomberg Law computer. From Browse, select Practice Centers > Securities > Securities Home > Federal Laws and Regulations. Click in the box to browse Title 17 of the CFR as well as various securities acts and regulations.
